    What if my product is not listed?

    If after careful review of the item against the CCL, either by you, your supplier or BIS, you are convinced that your item is not described under any ECCN, the item may be classified as EAR99, assuming it is not controlled by another agency (for example, a munitions item controlled by the State Department). EAR99 should be entered in Block 28 of the Automated Export System (AES) for items under Commerce jurisdiction that are not listed on the CCL but subject to the EAR. For most destinations, these items may be exported using the authorization, 'NLR' (No License Required), in Block 27 of the Automated Export System (AES). Before you ship! Shipments of EAR99 items to embargoed destinations, denied persons, sanctioned entities or prohibited end-users or end-uses may require a license from BIS. For further details on these export restrictions read EAR Parts 736, 742, 744 and 746. For information on the Denied Persons List, consult EAR Part 764.
